I. GUINEA BISSAU
The Republic of Guinea-Bissau is located on the west coast of West Africa. Former Portuguese colony, it gained its independence in 1973. It covers an area of 36,156 sq.km. and has a population of 1.5 million people.
A member of the Economic and Monetary Union of West Africa, its main source of foreign exchange is the export of cashew nuts, which represents 60% of revenues of the country. The country has many more natural resources: bauxite, timber, oil, phosphates, diamonds, gold. The agricultural and tourism potential of the country is enormous, but largely under-exploited. The lack of confidence of foreign investors is mainly due to the fact of poverty and economic disruption of the country.
Despite its numerous strengths, Guinea-Bissau is the third poorest country in the world. In 2008, 75% of the state budget depended on the international aid. Electricity is not installed everywhere and 85% of people live on less than $1 per day.
II. POLITICAL SITUATION
Joao Bernardo Vieira, known as “Nino” reigned twenty-three years over the country. In 1980, he replaced Luis Cabral by means of a putsch, and afterwards led Guinea-Bissau for nineteen years without interruption. Having been ousted during the civil war (1998-1999), Viera was re-elected for a second time by democratic elections to the presidency in 2005.
On March 01, 2009, the Chief of Staff of the Armed Forces, General Tagme Na Waie, was killed in a bomb attack. The President Joao Bernardo Vieira was in turn murdered on March 2, 2009 by armed men.
In application of the Constitution, the current President of Parliament Raimundo Pereira was appointed as interim President of the Republic. It has been recently fixed that next Persidential Election will be hold on June 28, 2009.
MALAM BACAI SALAM has been elected, on April 2009, as official candidate of its party (PAIGC: the main country party) for the next presidential elections.
III. LOOKING AHEAD
Guinea Bissau needs a true leader with a political culture based on long experience in the management of State and the one who is loved by people in order to lead the country out of its current economic and social paralysis. His mission is to establish a stable, democratic and transparent political system and to fight against the organized crime (drugs traffic especially).
This new hope is Malam Bacai Sanha.

Establishment of Democracy and Justice in order to ensure the conditions for development and prosperity of the country.
Reduction and eradication of poverty through jobs creation.
Promotion of agriculture, farming and fishing, as well as of any local initiative.
Development of basic education, health, vocational training and women's entrepreneurship.
Establishment of a policy for private sector development and attraction of foreign direct investment.
Rehabilitation and integration of former combatants and armed forces.
Creation of a national program for the Guinean youth and the Women.
Creation of a system of insurance and assistance for senior citizens.
Introduction of dynamic grassroots development through a policy of decentralization and local development.

Now after all these crossings, it is essential to restore our commitment to the state and democracy, to create conditions for the formation of a national conscience and strengthening the bonds of social solidarity prerequisite to reaffirm the national unity.
The desire to change has not been realized since the elections of 1999. The situation in the country has worsened and the daily political life has surprised all observers by becoming a repertoire of constant violations of the constitution and individual freedom and people cannot stand the situation any longer.
My commitment to this land of Amilcar Cabral and many others to whom I dedicate my whole life, the credit to this people and this land make me accept with great honor a new patriotic challenge to present my candidacy for the Supreme Judicial Council of the Nation pursuant to the request of many citizens of Guinea.
My candidacy is a line of emergence of a new era that calls on Guinea to the challenge of creating a new Republic. This new republic is based on a comprehensive and sustained development of Guinea Bissau, on a permanent stability where political power is respected in a spirit of direct and active participation of citizens in order to enable the consolidation of the democratic system excluding wars .
My past position as interim Head of State has shown the people of Guinea that I can run the state properly. Indeed, at that time there was a balance between the state and the progress in the country. Democratic institutions functioned perfectly and everything was well on the way to establishing permanent peace and stability.
This is the contract of peace and stability that I have always defended and that I fervently hope to renew with the nation of Guinea.
For the hope of the people for Guinea rebirth, it is vital to reaffirm the credibility of the State based on the President of the Republic who is capable of assuming his responsibilities, of facing the challenges of creating an institutional environment conducive to a dialogue and a national peace process and is able to guarantee fundamental rights and freedoms, as well as to respect the principles of the rule of law.
The President of the Republic will be above all political parties, will respect the Constitution and will rule in peace and in the democratic impartiality. The President should be able to unite all Guineans regardless of their origin, political and religious beliefs or social status to the path of rebuilding the nation, establishing national unity and peace. Of course, it is a challenge that requires compliance with all these differences which are the foundation of our society and the ability to catalyze and enhance ethno-cultural diversity of the country will be in the heart of the challenge of rebuilding the country.
Our fervent hope, in case people grant us their trust as President of the Republic, is to use our power to defend and secure with great respect the intransigence of the Basic Law of the Nation and the Constitution of the Republic, based on the supreme interests of the people.
With the apparatus of the state operating independently without any manipulation, our direction will be the ethics and transparency of national life. It will be demanded from the government and all institutions of the State to stick to the clear and rigorous management of the Republic, without forgetting the struggle and hard non-stop fight against corruption. Also it will ensure the efficient management of public sector while creating the conditions for the emergence of a powerful private sector.
We must work to create wealth, to fill gradually and finally the social and economic backwardness of the country, the major cause of its instability and tension. It will ensure better living conditions for the population, viable access to education and training, create jobs, attract investors and reduce the mortality and illiteracy.
It will be necessary to act in order to restore the sovereignty of the State throughout the country, to set up a modern democratic state, to promote human dignity and to ensure universal access to reproductive rights and equality before the courts. It will not be tolerated that people are molested in their physical and moral integrity or that their freedom of expression, conscience and religious worship are violated.
The state will also guarantee the freedom to learn and teach, access to work, the execution of the policy of full employment and respect of all other constitutional rights. The role of the State will be challenged by political parties who seek to express the common wish in a spirit of unity.
In the economic sphere, the President will contribute to building a modern economy based on rules in the market, ensure and regulate the global interests of the nation, streamline distribution and combat activities speculative and restrictive business practices.
In addition to that the President must enhance the management of the main capital of the country: human resources, thus harmonizing the management of natural resources while maintaining its capacity for renewal, ecological balance, improve the environment and defend nature.
The public administrative reform is of great interest because the democratic organization of any State implies the existence of local communities, consistent with administrative decentralization, which implies a transfer of part of the jurisdiction of the State .
The family, the basis of excellence in the community is the object of our particular attention and deserves protection by society and the state. In this spirit, all the conditions for the fulfillment of each member of the family and its social integration should be implemented especially for orphans and abandoned children.
The State will seek to maintain a partnership with civil society which by its characteristics may help to solve problems and prevent the possibilities of an emergency or disruption that may occur in the country. Finally, the State will promote the scientific and technological innovation.
Taking into account the ethnocultural diversity of Guinea Bissau, in the field of culture we will encourage the confluence and the promotion of national culture as a factor essential for the socio-economic development of the country.
Freedom fighters of the nation who fought heroically with great dedication and selflessness for national independence deserve our eternal gratitude and respect. Also the importance and sensitivity of the case of these valiant fighters, which has not yet been defined and which is the center of the instability of the country deserves special attention. We will promote with relevant institutions of the State and the political forces a final solution that will be able to ensure the recognition of the country and to provide the freedom fighters with the rights to a life consistent with their scale.
My commitment with my fellow brothers and "veterans" is to create a special fund for health’s assistance, to guarantee a decent pension as well as to build social housing to enable them to lead a life proper to their status.
It is the President of the Republic who is to play a fundamental role in the framework of the country's foreign policy in consultation with the Government and to defend the integrity of the national territory. Likewise, the State should promote unity and equality among peoples, non-interference within the internal affairs of other states, peaceful solutions to conflicts, as well as abolish all forms of aggression to establish an international order that can ensure peace and justice in the world.
Our firm belief is to try to restore the image of Guinea Bissau as a responsible country, lead it to its true place, because the assertion of a country at the international level will require more active skills and greater participation on the international political arena.
The incompetence and the laxity that have characterized our external output led to tarnishing our image and our position at the international level. This has aggravated the disappointment of the international community in Guinea Bissau, especially because it is a member of such international organizations as UMOA / UEMOA, ECOWAS, AU, CPLP, IMF, WB, UN, etc.
Faced with this situation, the strategy will require the strengthening and enhancement of our position in the economic, political and diplomatic focus areas of international organizations without forgetting to adopt responsible attitudes and consistency.
Finally, we will try to make use of our influence and our long experience in the life and political career of the nation in order to make the voice of Guinea Bissau be heard and listened to by various international forums in line promotions and accelerations of the process of subregional and African integration.
